Small scale renewable energy/energy efficiency measures in public buildings and pilot insulation at household level

Project Description 
 

The project is part of the EU Action “EU4Energy Efficiency and Environment” and the “Management of Natural Resources and Safeguarding of Ecosystem Services for Sustainable Rural Development in the South Caucasus (ECOserve)” programme. The initiative is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

This project contributes to the EU Action’s overall goal of improving energy efficiency, promoting renewable energy, and enhancing environmental protection and resilience across Armenia’s rural regions.

Project Scope in Armenia

ESF Armenia implemented a range of energy efficiency (EE) and renewable energy (RE) activities in Gegharkunik, Lori, and Tavush provinces, focusing on community and household-level interventions.

Key activities included:

  • Installation of rooftop solar PV systems (up to 10 kW) on 50 community-owned buildings to promote renewable energy use.
  • Energy efficiency upgrades at community buildings, including improved roof insulation and replacement of entrance doors and windows.
  • Building envelope insulation and window/door replacement at 20 low-income households to reduce heat loss and improve comfort.

Objectives

To improve access to energy-efficient and sustainable energy solutions for communities and households, strengthening rural energy security and supporting the conservation of natural resources.

Project outputs

Output 1: Promotion of small-scale energy efficiency and renewable energy projects for low-income rural and urban households through cost-sharing, awareness-raising, and capacity building.

Output 2: Support for investments in EE and RE demonstration projects with a high impact on local populations in energy-poor communities, fostering sustainable rural development in Armenia.

  • GHG emissions reduced: 21 tCO2/yr

  • Monetary value of EE savings: 2.2 mln AMD/yr, 5 kEUR
Services rendered
  • Identify energy savings opportunities and make recommendations to achieve more energy efficient operation for each beneficiary within the Project
  • Analyze energy usage data of each beneficiary within the Project
  • Advise project beneficiaries regarding green practices or environmental concerns
  • Conduct energy audits to evaluate energy use/consumption, costs of each beneficiary within the Project
  • Perform energy modeling, measurement, verification of every EE/RE solution in mentioned provinces
  • Conduct jobsite observations, field inspections, or sub-metering to collect data for energy analyses
  • Direct the work of contractors or staff in the implementation of energy management within every EE/RE solution in mentioned provinces
  • Prepare project reports and other program or technical documentation of the Project
  • Prepare technical or operational reports of the Project
  • Analyze, interpret, or create graphical representations of energy data, using engineering software
  • Review or negotiate energy purchase agreements of the Project
  • Participate in purchase of materials, equipment, or other resources within the Project
