Provision of technical assistance in site selection, technical design, feasibility study, preparation of procurement documents, monitoring & control of the commissioning process in the scope of European Union for Armenia Sustainable Energy Program (EU4ASEP)

Project description
Under the program “Covenant of Mayor – Demonstration projects” EU4 Armenia Sustainable Energy Program (EU4ASEP) promotes renewable energy investments in Aparan and Artik towns in Armenia. The project is implemented by “Energy Saving Foundation” (ESF) and the “Union of Communities of Armenia” (UCA), as well as the partner municipalities.
 
During 2019-2020 22 kWp and 11 kWp solar PV plants were built and put into operation in Aparan. The produced electricity is used for internal consumption of Aparan City Hall (22kWp PV plant) and the House of Culture (11kWp PV plant), while the surplus is injected to the national grid and revenues generated from the sales of the electricity are accumulated in a revolving fund, which will be later used for further renewable energy and energy efficiency projects.
 
Whereas in Artik, the first community-owned solar PV plant with 600 kW capacity was put into operation in April 2022. The produced electricity by Artik 600 kW PV plant is injected to the national grid and revenues generated are accumulated in a revolving fund; the fund will be used to finance operation and maintenance costs along with further investments in renewable energy and energy efficiency investments. 
 
Services rendered

Planning and conducting energy systems audit, including electricity consumption assessment and feasibility analysis for use of alternative supply systems such as solar PV systems;

  • Site selection, initial modelling and performance analysis of solar PV plants;
  • Financial analysis and feasibility study of solar PV projects;
  • Preparation of technical documents, procurement packages;
  • Evaluation of bids; monitoring and technical supervision of services provided by contractors;
  • Supervision and inspection of commissioning works;
  • Preparation of documents required to obtain licenses and permits for construction, grid connection and production of electricity.
  • Technical & financial performance analysis and development of business plans.
