“Development of the Long-Term Low Emissions Development Strategy (LT-LEDS) of the Republic of Armenia” project

Project Description 
The EU4Climate Project (Project) helps governments in the six EU Eastern Partner countries – Armenia, AZ, Belarus, Georgia, the Republic of Moldova and Ukraine – to take action against climate change. It supports countries in improving climate policies and legislation that contribute to their low emissions and climate resilient development and their commitments to the Paris Agreement on Climate Change (PA).
 
By signing the PA, both developed and developing countries have subscribed to the long-term common goal (LTG) of the PA which is limiting the increase of the global average temperature well below 2 Degrees Celsius above pre-industrial levels, and pursuing efforts to limit that increase to 1.5 Degrees Celsius.
 
The Republic of Armenia submitted its INDC approved by the protocol decision N41 of September 10, 2015 of the RA Government to the UNFCCC Secretariat in 2015. Once Paris Agreement entered into force in November 2016, the INDCs, previously submitted by countries, became their first NDCs (2015 NDCs). The UNDP has helped 114 countries in updating their NDCs, many other donors stepped in, through the NDC Partnership and bilaterally. By end of October 2021, 145 countries have submitted their updated and revised NDCs.
 
Parties to the UNFCCC have also agreed to submit to the convention their mid-century, long-term low greenhouse gas emissions development strategies (LT-LEDS). The LT-LEDS of Armenia will provide the government with a vision of the mid-century climate policy goals to be achieved on the pathway to carbon neutrality in the second half of this century and it will assist in the environmentally sound long-term planning in the following sectors: Energy, Industry, Transport, Waste, Agriculture, Land Use, Land-Use Change and Forestry. The midcentury goals of the LT-LEDS will guide the consecutive NDCs of the country and determine their ambition in line with the no-backsliding rule.
 
Objectives 
The overall purpose of the Consultancy is to develop a LT-LEDS for Armenia that is expected to prioritize options for climate change mitigation; whilst focusing also on the economic and social development impacts of mitigation actions. The Consultancy aims to:
  1. Link the LT-LEDS to the national climate change policy, to national development plans and sectoral planning processes;
  2. Engage stakeholders across the economy to enhance buy-in and ownership of climate mitigation strategies;
  3. Link financial, technological and capacity-building needs for the LT-LEDS to be implemented.
 
Services rendered
  • Assistance in formulating the overall methodology to be acquired for realization of the assignment
  • Assistance in drafting the inception report
  • Data collection, analysis and visualization on energy balance, including production, import/export, transmission, distribution and final consumption, along with GHG emissions associated with each step
  • Assistance in preparation of LT-LEDS strategy
  • Assistance in organizing focus group meeting(s), seminar(s) and conference(s).
